ATLANTA (AP) — The Obama administration has appealed a judge's ruling that found the federal overhaul of the healthcare system unconstitutional.

The Justice Department filed a 62-page motion Friday to the 11th Circuit Court of Appeals in Atlanta that said there's clear and well-established precedent that Congress acted within its authority in adopting the overhaul. It said Congress made "detailed findings establishing a foundation" for exercising the authority.

U.S. District Judge Roger Vinson in January ruled against the Obama administration's healthcare overhaul. He ruled that Congress exceeded its authority by requiring nearly all Americans to carry health insurance. He ordered states to continue implementing the law while the case works through the courts.

The ruling came in a challenge to the law by 26 of the 50 states.
