British government proposes tightened universal jurisdiction rules to limit arrest warrants

LONDON

LONDON (AP) — Britain's government says it will introduce new rules to make it harder for its courts to arrest foreigners accused of serious human rights violations.

Britain subscribes to the doctrine of "universal jurisdiction," which allows the prosecution of suspected war criminals in countries having no direct connection with the events.

The government pledged to adjust that rule after activists sought warrants to arrest foreign dignitaries visiting Britain. Those threatened with arrest included Henry Kissinger, Chinese Trade Minister Bo Xilai and former Israeli Defense Minister Tzipi Livni.

Justice Secretary Kenneth Clarke says Thursday new rules will require more solid evidence and the chief prosecutor's consent before warrants are issued.
