Whether it be nutrition assistance, Medicaid and Medicare, or any other delivery of basic services, the states can set policies, determine priorities and manage those programs more efficiently and more economically than the federal government. Fifty laboratories of innovation would be freed to innovate and respond to the needs of their constituents.To the extent that political or practical realities make block grants to the states unworkable, we must then look at programs, such as Social Security, with an eye toward making the necessary adjustments to meet commitments while ensuring that outlays do not exceed revenues. The alternative is bankruptcy and a financial crisis that will do more harm to all Americans than the common-sense reforms we can and must implement.Decker: What are the most important steps a new president should take immediately to get America back on the right track?Johnson: Based on the premise that deficit spending, the debt and the resulting harm to the economy represent the greatest threat to not only our domestic well-being but our national security, the most important step a new president must take is to submit to Congress a balanced budget in 2013, accompanied by a firm pledge to veto any spending legislation which exceeds that budget. Whether Congress adopts that balanced budget, the resulting dynamic and vetoes of legislation that generate deficit spending will create the downward pressure on both spending and the size of government that is needed to free the private economy and allow it to create jobs.Similarly, as I learned as governor, the chief executive can have an immediate impact on the regulatory practices of government. Employers, investors and yes, families, are demanding regulatory certainty - for good reason. Establishing an environment in which there is confidence that regulatory approaches will focus on common sense and certainty will go a long way toward igniting the economic activity we so desperately need.I also advocate replacing our entire federal tax system with a Fair Tax. The current system does all the wrong things: It penalizes earning and investment, and allows politicians far too many opportunities to meddle in the private economy by picking winners and losers. Enacting a tax based on consumption and free-market choices such as the Fair Tax, will reboot the economy quickly and effectively.Decker: As commander in chief, what (if anything) would you do about Iran’s program to develop nuclear weapons?Johnson: When it comes to defense and foreign policy, I frequently refer to the importance of strategic alliances. Iran and the threat it poses is a perfect example. We must move quickly and firmly to make certain that our strategic alliance with Israel is on an absolutely solid footing. In addition, we must obviously be vigilant and prepared when it comes to Iran, but not act precipitously. Too often, our actions on the international stage bring about unintended consequences, such as removing Iraq as Iran’s primary concern. That consequence allowed Iran the freedom to turn its belligerence toward more ambitious targets.Decker: America would be a lot better off if Washington adopted more libertarian positions, especially those that advocate cutting red tape, slashing taxes and getting Big Brother off our backs. In a very tangible way, however, many Americans have gotten hooked on federal largesse and aren’t willing to give up their government goodies. How can you make the message of smaller government resonate in this growing climate of dependency, and who is your main audience?Johnson: I believe most observers would agree that, of all governors in modern history, I governed from a more libertarian foundation than any other. When I ran for governor and when I took office, many claimed the sky would fall. It didn’t, and I was re-elected and even today enjoy the highest approval ratings in my home state of all the governors in the presidential race. And New Mexico is a Democratic state. That tells me that people actually get it. They understand that government “largesse” is not largesse at all; rather, big government and the “benefits” it provides come at a price that is simply too great. They also understand that by limiting the federal government to that which it really needs to do, we will free the states to deliver essential services in innovative and efficient ways. And we will free the private economy to create real jobs and restore opportunity as an American trademark. Government would not disappear in a Johnson administration. It would live within its means and do what the Constitution says it should do. No more, and no less.As I convey this message, I find that Americans of all ages, incomes and demographics respond. Young people, in particular, are embracing a libertarian approach to government. They want to be left alone to live their lives, chase their dreams and do so without government imposing values and burdens that limit their freedoms. I am convinced that there is a majority of voters in America today who are classical liberals - committed to the ideal of limited government, constitutionalism, rule of law, due process and individual liberty.Never before has that majority been more poised to organize and exert itself in a political environment that has for too long been controlled by the two “major” parties.Decker: Conventional wisdom is that a third-party challenger cannot be elected president of the United States. Certainly, a Libertarian candidacy siphons votes away from the GOP. Is that the point - to send a message of protest that Republicans need to be more principled, especially on fiscal issues?Johnson: Conventional wisdom has never been a guiding principle in my life or career. Conventional wisdom held that a businessman who had never been in elected office could not run and win as a Libertarian-Republican in New Mexico. And conventional wisdom would argue against a former governor with a not-yet-healed broken leg making it to the summit of Mt. Everest. My candidacy is not about a message of protest. Chuck Moore is still the radical thinker of Information Technology, After an astonishing career designing languages (e.g. FORTH), browser-based computers, CAD systems and CPUs, he is now energetically designing extremely low-powered 'green' multi-processor chips for embedded systems. Behind everything he does is a radical message: 'Embrace the entire problem, Keep it simple'.In the early days of computing, software written for one make of machine would not run on any other. Computer scientists wanted to define "programming languages" that could be universally understood. That this is the norm today – the software of the internet, for example, can run on every kind of computer. Chuck Moore was the first to turn this vision into reality: a simple language written in itself, with its own simple disk operating system, requiring just a tiny kernel to be written in the native machine code to link with the hardware. As a result, FORTH could be used everywhere, and was. It was the start of a life-long quest to provide computing power as simply and cheaply as possible, as widely as possible. It has led to poineering work with what we now refer to as 'network computers', MISC CPU design and the development of computer languages.It could be said to be a consequence of a talk that John McCarthy gave at Stanford University in 1961 when he said that if his approach to technology was adopted, "computing may some day be organised as a public utility, just as the telephone system is a public utility", and that this could become the basis of a significant new industry.As a pupil of McCarthy’s at MIT in the 1960s, Charles ‘Chuck’ Moore’s approach to software design embraced his master’s elegance, efficiency and simplicity as well as shaping his own beliefs and he went on to design numerous firsts including the 'Forth' language, which is still in use today.Chuck’s numerous industry awards include membership to the US Computer History Hall of Fame, an honour bestowed on him by President Ronald Reagan. We last spoke with Chuck in 2009 and in this interview we talked about his still eager enthusiasm for technology, the beauty of code and his legacy as a technologist.RM: Chuck, the last time we spoke we touched on complexity and you said that simplicity was the only answer to this. Why do you think it is so tempting to solve a problem we don’t really have? CM: First, one doesn’t understand the problem initially and thinks it’s more difficult than it is. In the course of solving the problem, one learns about it. But in the rush of completing it, never re-examines the premises, rewrites and simplifies. This is not a small omission; code can be an orders of magnitude too elaborate. Second, it’s irresistible to anticipate the future and expect the problem to grow in a certain direction. Thus code is added to facilitate future changes, which rarely occur. This is a good strategy, but can be put off until the future arrives. Finally, a difficult problem is more fun to solve than an easy one. So the problem is enhanced to be more worthy of attention. Artificial Intelligence is often applied in this way. RM: How much do you think you can sit down and figure out how something should work, assuming it’s not something that you’ve built before? Do you need to start writing code in order to really understand what the problem is? CM: Yes. There used to be, perhaps still is, a distinction between programmers and coders. Programmers understand the problem; coders are grunt labour. In spite of the existence of high-level languages supposed to let the programmers produce the code. This is stupid. You need feedback from the code to the problem. I’m currently programming the tiny computers of GreenArrays’ chips. And there the statement of the problem and the architecture of the solution depend crucially on the amount of code. RM: Your processors at GreenArrays generally have the power consumption of less than a watt. Do you feel rather despondent at the power demands of today’s high-end processors? Is this a consequence of the fact we don’t have a sufficient grip on building parallel software? CM: Yes. I hear that 10% of power used goes to computers. My goal with Forth was to provide an example of how much software was required to solve a problem. That would help me judge the quality of other software. And perhaps motivate others to seek a simpler solution. GreenArrays likewise offers a benchmark about how much power contemporary technology requires. You don’t have to use our chips to appreciate how inefficient a PC is. We have 30 times the Mips, using 1% the power. Landauer’s Limit suggests a minimal entropy increase is required for computation, far lower than we’ve achieved. The proper measure is the energy required for a computation. It is measured in femtojoules. Typically, the faster an operation the less energy needed. Power (nanowatts) depends on speed, whereas energy does not. But power is easier to measure. RM: Is there anything that you did specifically to improve your skill as a programmer, such as write something in a language that you’d rather not write in? CM: Actually, I did. When I joined Mohasco in the mid 1960s it was to do system programming for their order-entry system. I found that the programmers all used COBOL, so I thought it prudent to learn COBOL. I doubt this improved my skill, but I did learn enough about COBOL to be disillusioned about it, those who used it and the establishment that promoted it. RM: Knuth has an essay about developing TeX where he talks about going over to a pure, destructive QA personality and his hardest to break his own code. Do you think most developers are good at that? CM: No. It’s been demonstrated time and again that a naive user will crash an application. The developer knows intuitively what not to do and it never occurs to him to test that. A good test for keyboard input is to play monkey on the keys. The program must survive random gibberish, including shift key combinations. A young child is excellent at this. Of course, a keyboard is too sophisticated to be a good input device. RM: Leaving aside designing user interactions, when is prototyping valuable? As opposed to just thinking about how something is going to work? CM: Hardware prototyping is essential to allow software development. It’s simpler and more realistic than coding a simulator. Software prototyping is useful to establish the scope of a program. The calculations involved need not be coded. Stubs can return a result, perhaps always 0. If a display is required, it can be a simple template. But the programmer has his arms around the entire problem. He’s factored the problem into independent parts, established multiple threads and their communication and basically roughed out the solution. In an afternoon. Filling in the details follows relatively easily and can involve others. RM: Do you find some code aesthetically beautiful? CM: Yes, code can be beautiful. But it rarely is. Beauty lies in showing off the structure of a program, without distracting details. Factoring into subroutines or threads is essential for this. A wall of straight-line code is ugly. As is code loaded with comments or conditions. Pretty code can result from clever instantiation of objects. This is supposed to suppress details. Also from the careful choice of names so that their purpose is clear. RM: Is there an upper limit on how big a piece of software can be and still be beautiful? CM: I think so. A painting may be beautiful, but not a gallery full of paintings. Beauty can be overwhelming. My Forth has always utilized 1KB blocks of code. This is a quantum that is comprehensible and can be seen on a monitor. I can't think of code I'd call beautiful that was larger than this. My multi-computers have 1 block of code per computer, so possibly several blocks will combine to be beautiful. But this hasn't happened yet. RM: A well known programmer told me he’d noticed that people, who are too clever, in a certain dimension, write the worst code because they can see the whole thing in their head and consequently write code of enormous complexity and lack empathy with those who have to use it. Is there something intrinsic in programming that always going to draw people with that kind of mentality? CM: It’s important to see the entire problem in your mind. Whether you’re clever or not. It’s the only way to see the structure. And that is simple, not complex. Problems are not complex. The things we ask computers to do are basically simple. Otherwise we couldn’t program the mindless devices. But we can make a problem complex by refusing to see its simplicity. One way to do this is to apply too many people to the problem. Each will have his own preconceptions and communication is not enough to overcome them. The prime example is Microsoft, which has applied huge resources to maintaining 30 years of backward compatibility of Windows. The result is a hideous mass of complexity that no one understands. They’ve created a problem that cannot be solved. RM: Are the opportunities for this kind of programming to go away? A lot of this low-level design is implemented in the VM that you’re using or the concurrency libraries that are being used. So for a lot of people, programming is about gluing things together. CM: Library routines have been glued together since Fortran days. Fortran was the first Virtual Machine, but there have been many, many since. Apparently there are two kinds of programming and programmers. The knowledge and effort required to mine library resources is comparable to that required to understand and code the problem directly. This is an example of the principle of “Conservation of Complexity”. A problem has an intrinsic level of complexity, which as I’ve said is pretty low. You may know of a library routine that addresses it, or a bit of silicon that can be used, or a computer language that applies. But even if you shovel off the complexity into hardware or language, it remains. Sadly, it can be increased, just like entropy: You can pick a language, find a library routine and use the silicon all at the same time. You can add or multiply the individual complexities to obtain a new one. We do this in society all the time, by passing laws to solve problems that only create new ones. RM: What makes a good programmer? If you are hiring or interviewing programmers – what do you look for? CM: Although I’ve never hired one, I’ve interviewed some. My personal judgement is not reliable. What I want is someone who wants to solve problems and move on. Not make a problem into a career. Someone with enthusiasm, willing to work long hours and meet deadlines. What is not necessary is a college degree. A Computer Science graduate waves a red flag. They have learned how difficult it is to program and make it so. RM: You obviously have to have a good memory to be a reasonable programmer. Bill Gates once claimed that he could go to a blackboard and write out big chunks of the code to the BASIC that he had written for the Altair, a decade or so after he had originally written it. Can you remember your old code in that way? CM: I don’t spend much time thinking about the past. I like to live in the future. But it seems that many people have better memories than I do. When I encounter code that I wrote in the past, I can read and understand it much more quickly that someone else’s code. But without seeing it, I can’t recall it. And I’m always impressed with how clever I was back then. I have the impression that I’ve learned to write better code over the years. That may not be true. RM: Speaking of being a language designer, how have your ideas about language design changed over time? Back in the 1970s people would design languages and make a complete design, implement it and that would be that almost. Are languages now too big to design or implement all at once? CM: That's a problem that I recognized and avoided back then. Forth is an extensible language. It has a basic structure of stacks and dictionary. Beyond that it can be augmented as required for any particular problem. To try to anticipate all applications of a language leads to impossible syntax. This requires a miserably complex compiler. To create a language for each application is unsupportable. Forth provides a nice alternative. RM: Are there other skills that are not directly related to programming that you feel have improved your programming or that are valuable to have? You mention in your blog that you’re writing what sounds like an autobiography. What’s your writing schedule like and have you decided on what you’ll leave out as much as what you’ll put in? CM: My mother insisted that I learn the piano. My teacher profited for 10 years, but I had no talent for music. Nonetheless, music is probably a stepping stone to mathematics and thence to programming. Another skill is writing. I’ve never learned to say the same thing over again in different words. I can put words on paper, but not in an entertaining manner. Programming is writing to a computer. It does not need to be entertained, but informed. But successful programs must be documented, which is writing to people. And if it’s not sufficiently entertaining, no one will read it. RM: Are programmers and computer scientists aware enough of the history of technology? It is a pretty short history after all? CM: I lived through the history of computers. And I missed a lot of it. History is a brooding study that adds flavour to a subject. But programming depends upon common sense more than most disciplines. There are few techniques that cannot be reinvented more easily than researched. So I would encourage people to read history such as Knuth, but not to expect to gain insight into their problem. RM: Do you consider yourself a scientist, an engineer, an artist or a craftsman? CM: I put 'engineer' in the box on forms. Sometimes I put 'computer engineer' in a big box. I studied to become a scientist, which is still my avocation. Then I transitioned to software engineer, specializing in scientific applications. Then to system programmer, language designer and finally hardware engineer. Now I think of myself as a hardware stroke software engineer. One who uses software to design hardware which he then programs. This is a useful combination that produces simple, relevant hardware. An artist is more imaginative and a craftsman has greater leisure to perfect his work. Engineer seems about right. RM: In what ways do you think you have influenced the software industry as a technologist? CM: My greatest success is that people are curious to hear what I have to say. Witness this article. Do they pay attention? Not so much. Persistence. That’s the secret. I’ve been talking since the golden age of the 70s and I’m still saying the same message. So there must be something to it? Keep it Simple. Embrace the entire problem, be it software or hardware. Value cleverness. I’ve had some influence on a small part of the world. But that was never the purpose: I’ve had a lot of fun.

A A | Email Us | Print | Forward Article inShare Data released last week by two federal agencies — the Centers for Medicare and Medicaid (CMS) and the Agency for Healthcare Research and Quality (AHRQ) — stripped the Obama health law of its constitutional and economic justifications, like an emperor with no clothes. The new facts should seal a victory for the parties challenging the Obama health law in the coming U.S. Supreme Court showdown and ignite voter rage next November against the president who lied to get the law passed. The AHRQ report on who consumes healthcare shatters the Obama administration’s constitutional justification for compelling all Americans to buy insurance. The president’s legal team claims that all Americans consume healthcare, therefore all Americans are engaged in healthcare commerce, and consequently Congress can use its Commerce Clause power to compel them to pay for their care via insurance. Not so fast. The AHRQ report shows that half of Americans consume almost no healthcare. Fifty percent of the population needs so little healthcare that they accounted for only 2.9 percent of healthcare spending in 2009. Looking only at Americans under age 65, the percentage of nonconsumers is even higher. Most Americans don’t need much healthcare until they reach retirement age. People who are nonconsumers one year are likely to be nonconsumers the next. They are healthy. Previous AHRQ reports confirm that this is the case year after year. Why should a majority of the under-65 population be subject to a health insurance requirement when they consume little or no healthcare? That is the reasoning behind the 11th Circuit Court of Appeals decision last August to strike down the Obama health law’s mandatory insurance provision. Judges Frank Hull and Joel Dubina called the Obama administration’s claim that everyone needs healthcare “a convenient sleight of hand,” meaning a lie. This week’s AHRQ report gives the Supreme Court Justices solid evidence to uphold the 11th Circuit ruling. Judges Hull and Dubina said that the Obama health law forces healthy people to buy expensive health plans so that insurance companies can afford to provide unlimited coverage to people with chronic illnesses and pre-existing conditions. The mandate turns insurers into private tax collectors, collecting mandatory premiums from the healthy to pay for politically popular benefits for the sick. The startling AHRQ data confirm that “we the people” were bamboozled, but it’s not too late to act on this new information. New data from CMS uncover another big lie behind the campaign for Obamacare. To frighten the nation into passing the Affordable Care Act in 2010, the president falsely claimed that healthcare spending was “spiraling” and “skyrocketing.” He labeled it the domestic crisis of our time. Contrary to the president’s alarming words, healthcare spending was growing more slowly in 2009 and 2010 than at any other time in the last half century. A new report by CMS actuaries shows that spending inched up only 3.8 percent in 2009 and 3.9 percent the next year. The recession slowed spending somewhat, but another reason is that more employers and consumers switched to insurance plans with high co-pays and deductibles that encourage patients to think twice before going to the doctor or seeking elective surgery. This positive trend will likely end soon. Federal actuaries forecast health spending jumping a whopping 8.3 percent in 2014, the year most of the law takes effect, with annual increases thereafter averaging 6.2 percent until 2020. One reason is that people with private health plans will be compelled to prepay for more of their care with insurance, rather than opting for high deductibles and copays. The new law limits cost sharing, just the opposite of what’s needed to deter health consumption. Spending also will leap ahead because of the vast expansion of Medicaid. The Obama health law makes more people eligible and enriches benefits so that Medicaid spending will top $900 billion in 2020 (state and federal), up from $343 billion in the last year of the George W. Bush administration. Before Congress enacted the Obama health law, healthcare spending increases were at historic lows. If only Congress had demanded the facts, instead of falling for the president’s alarmist rhetoric.

As governor of liberal, pro-choice Massachusetts, he vetoed an embryonic stem cell bill and "worked closely" with Massachusetts Citizens for Life. The president of MCL recently issued a statement saying that, "since being elected governor, Mitt Romney has had a consistent commitment to the culture of life." He didn't defend his changed position by saying he was a "historian," or denounce people who raised the switch as "fundamentally" dishonest asking "absurd" questions, or go back and forth and back and forth. Meanwhile, Gingrich, who has run for office only in a small, majority Republican, undoubtedly pro-life congressional district, lobbied President Bush to support embryonic stem cell research. -- Romney is now the only remaining candidate for president who opposes amnesty for illegals. It was on account of the difference between state and federal powers that the Supreme Court overturned the federal Violence Against Women Act. The court was not endorsing rape, but reminding us that states make laws about rape, not Congress. To act as if Obamacare is the same thing as "Romneycare" is just a word game, on the order of acting like a "gun" has the same properties as a "gunny sack," or "fire" is the same thing as a "firefly." Romney supported the idea of other states doing something along the lines of his health care bill, but always opposed insurance mandates from the federal government (just as I oppose the federal government issuing general laws about rape, but support state laws against rape.) For those of you who still think Romneycare is the worst possible sin a Republican candidate could commit -- even worse than taking money from Freddie Mac as it destroyed the economy -- that doesn't help Gingrich: He supported Romneycare. (While we're on the subject, the nation's leading conservative think tank, The Heritage Foundation, helped draft Romneycare. Indeed, Bob Moffit, Heritage's senior fellow on health care issues, can be seen in the picture of the bill-signing ceremony, standing proudly behind Romney.) But Gingrich did more than support Romneycare. As former senator Rick Santorum has pointed out, Gingrich supported a FEDERAL individual mandate to purchase health insurance from 1993 until five minutes ago -- i.e., at least until a "Meet the Press" appearance just last May. Asked by Maria Bartiromo in the CNBC debate last November to explain what he would do to fix health care, Newt attacked the question as "absurd" and said he would need a "several-hour period" to answer it. In a world where words have meaning, Mitt Romney is not the "moderate" in this race. He is the most conservative candidate still standing, with the possible exception of Rick Santorum, who is bad on illegal immigration. (Santorum voted in the Senate against even the voluntary use of E-Verify by employers, which means he doesn't want to do anything about illegal immigration at all.) Romney is "moderate" only in demeanor -- which is just another word game. His positions are more conservative than Gingrich's, but he doesn't scare people like Gingrich does. Ronald Reagan and Jesse Helms were moderate in demeanor, too. No one would call them political moderates. Romney is the most electable candidate not only because it will be nearly impossible for the media to demonize this self-made Mormon square, devoted to his wife and church, but precisely because he is the most conservative candidate. Rather, they face double taxation when they try to bring foreign-earned profits back here to America. America is one of the only countries in the world which seeks to tax income coming back home from overseas. A U.S. company earning a profit in France first pays French corporate income tax. If they leave that money there, they never pay taxes again. But if they want to bring that money back home to create jobs, invest in new plant and equipment, or shore up pension plans, they have to pay a second layer of tax to the IRS.Obama Claim: "From now on, every multinational company should have to pay a basic minimum tax."Reality: Large companies have very high average effective tax rates. Some liberal groups have cooked the books to make it look otherwise. The real capital gains and dividends rate is closer to 45 percent. Second, you can't raise taxes on "the rich" without also raising the tax rate assessed on the majority of small employer profits and on the businesses employing the majority of small business employees. Third, it's unfair to count both the employer and the employee "half" of Social Security tax payments when comparing Warren Buffett to his secretary — half is notionally paid by the employer, and doesn't directly reduce employee paychecks in the near term; also, there is a Social Security benefit in the future that should be considered.Obama Claim: "Do we want to keep these tax cuts for the wealthiest Americans? Or do we want to keep our investments in everything else — like education and medical research; a strong military and care for our veterans? Because if we’re serious about paying down our debt, we can’t do both."Reality: According to Dan Mitchell of the Cato Institute, this isn't true. The Fed also took the historic step of adopting an explicit inflation target, though Bernanke took pains to stress that officials would be flexible about reining in price growth when unemployment was too high. The late 2014 timeframe for the first rate hike was considerably later than investors had expected and some 18 months later than the Fed had suggested last year, and the announcement prompted a rally in U.S. government bonds. Speaking at a news conference after a two-day policy meeting, Bernanke was cautious about recent improvements in the U.S. economy, and he left the door open to further Fed bond purchases. "I don't think we're ready to declare that we've entered a new, stronger phase at this point," Bernanke said. "If the situation continues with inflation below target and unemployment declining at a rate which is very, very slow, then ... the logic of our framework says we should be looking for ways to do more." In response to the deepest recession in generations, the Fed slashed the overnight federal funds rate to near zero in December 2008. It has also more than tripled the size of its balance sheet to around $2.9 trillion through two separate bond purchase programs. The policy is credited with preventing an even more devastating downturn, but it has been insufficient to bring unemployment down to levels considered normal during good economic times. Many Fed watchers expected a further round of bond buying, likely focusing on mortgage debt. RANGE OF VIEWS Fed officials agreed that a goal of 2 percent inflation would be in keeping with their congressional mandate of price stability. By their favorite measure, core inflation is running at about 1.7 percent.They declined to announce a target for unemployment, saying the job market was often influenced by forces beyond their control. In another key shift touted as part of an effort toward greater transparency, the Fed for the first time published policymakers' projections for the appropriate path of the benchmark overnight federal funds rate. These showed a wide range of views, from the three of 17 policymakers who said they thought rates should rise this year to two who want to hold off on any increase until 2016. Still, the biggest concentration of estimates - five of 17 - was around 2014. The new, later expiration date for the Fed's zero rate policy pushed stock and gold prices higher, and dragged the dollar lower. In its announcement, the Fed repeated its view that the economy faced "significant downside risks" - an expression that has become code for the threat Europe's debt crisis poses to the United States. In economic forecasts accompanying the rate projections, the Fed pointed to somewhat weaker economic growth this year and next, compared with estimates published in November. Meanwhile, the unemployment rate, which hit 8.5 percent in December, was seen coming down only slowly. Economic conditions "are likely to warrant exceptionally low levels for the federal funds rate at least through late 2014," the central bank said. After every previous policy meeting dating to August, the Fed had said rates were not likely to rise until mid-2013. "Make no mistake, with changing 2013 to 'at least through late 2014' this drives home one important fact: the Fed is scared," said Tom Porcelli, chief U.S. economist at RBC Capital Markets in New York. Richmond Federal Reserve Bank President Jeffrey Lacker, an inflation hawk who rotated into a voting panel seat this year, dissented against the policy decision, preferring to omit the late-2014 date from the Fed's post-meeting statement. INFLATION NOT A WORRY The central bank appeared more sanguine on inflation than it had after its last meeting in December, saying prices were likely to run close to or just below its target. The statement dropped a reference to the Fed monitoring inflation and inflation expectations. Aside from the 2014 rate pledge, the statement hewed closely to the Fed's last policy pronouncement in mid-December. It described the unemployment rate as still elevated and, in a slight shift, acknowledged a slowing in business investment. "I think what they are seeing is that the rate of growth is not sufficient to bring down the unemployment rate," said Brian Dolan, chief strategist at FOREX.com in Bedminster, New Jersey. In December, the U.S. jobless rate stood at 8.5 percent, and some 13 million Americans were still actively looking for work but could not find it. While forecasters expect the U.S. economy grew at a 3 percent annual rate in the last three months of 2011, they look for growth of just around 2 percent this year. Fifteen members of the House and both U.S. senators collected one or more public pensions in 2010 while earning their federal salaries, according to the lawmakers’ financial disclosure forms, reports UT San Diego. Their 2010 pension payments, which totaled $427,000, ranged from $1,922 to $79,881 and were collected in addition to the $174,000 a year made by rank-and-file lawmakers, according to UT San Diego. Four Republicans and 13 Democrats received the pension payments, including San Diego Democrat Rep. Bob Filner, who earned $13,495, and Republican Rep. Brian Bilbray, who earned $28,000. The top earner was Walnut Grove Democrat Rep. John Garamendi. Pension reform advocates suggest that collecting a pension while in a policy-making position can lead to conflicts of interest. While no one is suggesting that there is any violation of law, Jon Coupal, president of the Howard Jarvis Taxpayers Association, told UT San Diego, “The issue is, ‘Is the system broken?’ And we would argue, ‘Of course it is.’ I think it’s examples like this and many others that cry out for reform.” The San Diego County Taxpayers Association supports having all or nearly all of California’s public pension plans replaced with 401(k)-style accounts where employers pay a set amount for each dollar an employee contributes to investments they manage. Critics of that approach say it may not save taxpayer money and may fail to provide public servants with money they need for retirement. One congressman, Democrat Rep. Michael Honda of Campbell, received a pension benefit in 2010 for his deceased spouse, bringing his total number of pensions to three, the most in the California delegation. San Diego County Taxpayers Association President and CEO Lani Lutar said the lawmakers’ pension payments raise concerns of double-dipping. “Pensions are meant to provide for basic expenses for retirement,” Lutar told UT San Diego “What we have observed is that some employees will receive more in public pension payments than at the peak of their career, and that is just absurd.”

The bulk of the thousand closures come from Bain’s deal with KB Toys that ended up shutting 600 stores when it filed for bankruptcy protection in 2004. The Post labels the KB Toys deal “a bit fishy.” “Bain paid $300 million for KB Toys in December 2000, but only put in $18.1 million in cash, borrowing the rest,” according to the Post. “Then, less than two years later, KB Toys took out bank loans to fund executive bonuses and dividends to Bain totaling more than $120 million. In 16 months, Bain had easily quadrupled its investment.” The company emerged from bankruptcy but was forced during the economic crisis to liquidate in 2008. However, this had little to do with Romney because the KB Toys deal went down after he left to head the Salt Lake Olympics early in 1999. Romney did retain an interest in Bain Capital until 2001 but the KB payout took place after he formally left the firm in 2002, the Post reported. “It is a real stretch to claim that Romney — himself! — ‘closed’ these stores. Ron Paul has sponsored legislation that would repeal affirmative action, keep the IRS from investigating private schools who may have used race as a factor in denying entrance, thus losing their tax exempt status, would limit the scope of Brown versus Board of Education, and would deny citizenship for those born in the US if their parents are not citizens. Ron Paul would deny women control of their bodies and reproductive rights.Ron Paul makes it very clear that one of his aims is to repeal Roe v. Wade. He also would continue with Bush’s plan of ignoring international laws by maintaining an insistence that the International Criminal Court does not apply to the US, despite President Clinton’s signature on the original treaty. The International Criminal Court is used for, among other things, prosecution of war crimes. He said in 2004 that if he was in the Texas legislature he would not allow judges to come up with “new definitions” of marriage. Paul is a very religious conservative and though he is careful with his words his record shows that he is not a supporter of same sex marriage. In 1980 he introduced a particularly bigoted bill entitled “A bill to strengthen the American family and promote the virtues of family life.” or H.R.7955 A direct quote from the legislation “Prohibits the expenditure of Federal funds to any organization which presents male or female homosexuality as an acceptable alternative life style or which suggest that it can be an acceptable life style.” shows that he is unequivocally opposed to lifestyles other than heterosexual.8. Ron Paul has an unnatural obsession with guns. One of Paul’s loudest gripes is that the second amendment of the constitution is being eroded. In fact, he believes that September 11 would not have happened if that wasn’t true. He advocates for there to be no restrictions on personal ownership of semi-automatic weaponry or large capacity ammunition feeding devices, would repeal the Gun-Free School Zones Act (because we all know our schools are just missing more guns), wants guns to be allowed in our National Parks, and repeal the Gun Control Act of 1968. Now, I’m pretty damn certain that when the Constitution was written our founding fathers never intended for people to be walking around the streets with AK47′s and “large capacity ammunition feeding devices.” (That just sounds scary.) Throughout the years our Constitution has been amended and is indeed a living document needing changes to stay relevant in our society. Paul has no problem changing the Constitution when it fits his needs, such as no longer allowing those born in the US to be citizens if their parents are not. On the gun issue though he is no holds barred. I know he’s from Texas but really, common sense tells us that the amendments he is seeking to repeal have their place. In fact, the gun control act was put into place after the assassinations of John F. Kennedy, Martin Luther King Jr., and Robert Kennedy. Ron Paul has introduced legislation that would keep the Federal Government “from planning, developing, implementing, or administering any national teacher test or method of certification and from withholding funds from States or local educational agencies that fail to adopt a specific method of teacher certification.” In a separate piece of legislation he seeks to “prohibit the payment of Federal Education assistance in States which require the licensing or certification of private schools or private school teachers.” So basically the federal government can’t regulate teaching credentials and if states opt to require them for private schools they get no aid. That sounds like a marvelous idea teachers with no certification teaching in private schools that are allowed to discriminate on the basis of race. He is certainly moving forward with these proposals!Remember his “bill to strengthen the American family and promote the virtues of family life.” or H.R.7955? Guess what? He basically advocates for segregation in schools once again. It “Forbids any court of the United States from requiring the attendance at a particular school of any student because of race, color, creed, or sex.” Without thinking about this statement it doesn’t sound bad at all. But remember, when desegregating schools that this is done by having children go to different schools, often after a court decision as in Brown Vs. Board of Education. If this were a bill that passed, schools would no longer be compelled to comply and the schools would go back to segregation based on their locations. Ron Paul is really starting to look like a pretty bigoted guy don’t you think?10. Ron Paul is opposed to the separation of church and state.
